This api provides a limited amount of transaction specific feedback. If a transaction made it into the feed above, you can pull the status message associated with the TXID. This API is used to get feedback for hive transactions that have a honeycomb processing requirement. Each node can set how much history they'll carry, and if their node restarts it will start again at about 100 block back from HEAD. Therefore, this is best used for near instant feedback.

Runners is all nodes who are in consensus and have provided a meaningful amount of collateral in their gov balance. For instance, if 10 people have 1000, and 20 more come with 1. the overall colateral would have fallen significantly as the multisig is secured by several nodes who have little stake.
